European Commission hosts expert consultation workshop on draft guidelines on protection of minors under the DSA

On 4 June 2025, the European Commission held a workshop with 150 experts from industry, academia, civil society, regulators, and young people to gather feedback on its draft guidelines for the protection of minors under the Digital Services Act (DSA).

The workshop is part of the ongoing public consultation of the draft guidelines which is open for feedback until 10 June 2025.

In a series of breakout sessions, participants provided in-depth feedback on the measures proposed in the draft guidelines, discussing their effectiveness and implementation as well as potential improvements. The sessions focused on all topics covered by the guidelines, such as age verification, content moderation, user support measures, recommender systems, risk review, account settings and interface design.

Better Internet for Kids (BIK+) youth ambassadors also shared insights from consultations with them on the draft measures of the guidelines. These discussions where organised by the Commission with the help of Safer Internet Centres in eight Member States. Additionally, youth representatives shared their perspectives and experiences of the discussion at the workshop, offering a unique understanding of the needs and concerns of young people online.

The workshop was attended by observers from the UK Office of Communications (OfCom) and the US Federal Trade Commission (FTC), demonstrating the importance attributed to the protection of minors online globally.

The Commission will carefully consider the feedback collected during the workshop and the public consultation when finalising the guidelines, which aim to support online platforms of all sizes in ensuring a safe and secure online environment for minors. The guidelines will play a crucial role in enforcing the DSA rules consistently across the EU and protecting the rights of children online.

The adoption of the guidelines is expected in summer 2025.
